Last remaining traffic bugs in Liberty City

- When the lift bridge goes up, cars don't give space in between when they stop, they rear end each other. I'm no modder, but it sounds like an easy fix
- the road(s) east of the Calligan Bridge have some traffic issues, they either go the wrong way down the street or drive into walls
- Same with the road near the ramp when you go up the lift bridge, cars will be spawning that go the wrong way, and they make u-turns for some reason and always run into walls like above
I'll get a map made and possibly some screenshots of it happening, but other than that it looks good!
