storyline mode end of the line mission problem

the mission cant be played as you must taken over 35 percent teritories before playing the mission.But the mission still cant play even you take almost all los santos and get about 19 percent above only
take over teritories as more as you can but you will realise the percentage are still low。Here my save game of before end of yhe line mission and about 18 percent territories.

That is not a bug, it is a feature.

Did you mean i need to take over big more los santos,san fierro,las venturas and outside san andreas city? If yes it too tired to take over to unlock end of the line mission . In original GTA SA i take over little teritories  and easily unlock the mission.
