Your PC is very poor. These specs can barely even run GTA:SA itself.
You can lower your graphics settings, disable certain skygfx features like dual pass and the radiosity shader in skygfx to get a small performance boost.

I know my pc poor but I can play smoothly in san andreas and vice city but liberty city and carcer city is very lag . my pc can even play gta 4 lowest setting a bit smoothly and original gta sa game max setting but not laggy than gta underground liberty city and midway. Pls try low pc gta underground and go to lc and midway. No reason why lag in lc and midway only.

sorry not carcer city lag , it's the midway lag and lc lag.the midway is laggy than lc. the san andreas is almost 30 fps the vice city is about 25 -30 fps .liberty city is below 20 fps and midway is below 12 fps.Other city i think no problem. But if i look outside in lc (looking the sea outside lc)i will get 30fps.in midway also the same.

skygfx1.ini:

doRadiosity=0 ; Enable or disable radiosity (comment out to use pe_bRadiosity from stream.ini)
lightningIlluminatesWorld=0 ; Lightning flash only illuminates the sky on PS2 but world geometry too on PC
fixPcCarLight=0 ; removes fixed PC car diffuse and ambient light (cannot be toggled at runtime)

Try these settings. It is possible that this will raise your FPS a bit.
