Swimming and moving speed in water

Not sure if this is a bug or if it is by design but the swimming speed in water is painfully slow even when holding the button for CJ to swim faster he is barely moving through water.
Also, it seems to me that boats are moving slower through water than they are in Vanilla GTA San Andreas.
Again, not sure if this is a bug or if it is by design.
Enter into the water and go for a swim.

This is a stock SA bug tied to the framerate, it happens if you don't have a framelimiter on and so on.

I'm moving this to Verified under the the assumption that I fix this SA bug in the far future.
