Non-Accesible gang territory.

Well, I've noticed this since snapshot 3.3.11.2 but I saw it was one of the territories which wasn't taken off, this is a gang territory overlaying another gang territory, which makes it impossible to dominate and creates constant gang-attacks to a specific territory.
Eliminate the territory and if it isn't possible as it's overlaying another territory, erase that territory, then erase the territory that's creating the issue and re-create the first territory.

That's a known bug indeed. Some other territories in the countryside and one territory in LC can only be hardly captured as well. Moving this to verified.
