Gang turf in LS cannot be captured

Description

Russian Mafia gang zone cannot be captured. i tried everything, killing gang members on every side/corner of building doesn't start gang war. I tried everything since release of snapshot 4, and nothing.

Steps to reproduce

1. Go to LS Downtown
2. Try to start gang war at smaller turf
3. Nothing (profit)

I even get bug with story mode: when your turf get attacked get to that turf so enemies spawned, when i didn't killed them and started mission "Management issue", and after that mission enemies that attacked that turf(russian mafia in this case) started appear in every Groove turfs, with regular groove members, but even killing them near that building didn't helped
