Some shadows are not disabled even with low settings

Description

As the title says, some shadows remain enabled, whereas in vanilla GTA SA they would be disabled when "Visual FX Quality" is set to low

Steps to reproduce

Get a car, proper weather, and set Visual FX Quality to Low.
