Safehouses in LC and VC not shown at the start of the storyline

I explored VC and LC after "Big Smoke "mission and i noticed some map issues. Safehouses are not shown in the map (no red or green house symbols) although they are enterable without buying them (toni cipriani's house in newport, but I tested also the properties in VC and LC).

Instead, barbers and other kind of features locked at start, are shown in the map but not enterable.

I was wondering if this was a bug or an issue that solves itself during the progression of the story

Install Snapshot 4 + optional storyline

Play the first mission and explore LC and VC, looking for safehouses and shops
