pedestrians and cars in vice city look dark

the ambient lighting of vice city does not match the lighting of pedestrians and cars in that city, this is a visual error that is from 3.3.10 and in the current version (3.3.11.2) it is not corrected at all
travel to vice city and you will see the visual problem

The lighting is fine. It has been fixed for a long time now.
