San Fierro tram floating near the SF docks [Snapshot 2.2]

instead of going its normal way, the tram apparently tries to travel by the unused train tracks in the san fierro docks, and when the tracks reach their ends, the tram just flies back to the start. I also noticed that the dry docks now have water in them for some reason.
Just approach the san fierro docks and wait for it.
