Game crashing on loading screen [2.1, patch 9]

I've been trying to get the mod to work but it keeps crashing at the loading screen. When starting the game, no custom mod images can be seen on the menu, meaning that it must be something wrong with the way i'm installing the mod.
1 - Performed a 100% clean install from steam
2 - Used the downgrader to switch the game version to 1.0
3 - Downloaded CLEO and ticked the ASI Loader in the installation
4 - Opened the RAR file of the Patch 9
5 - Dragged all files from the RAR file to the game's root
6 - Opened the game and noticed there were no custom images from the mod
7 - Started a new game
8 - Loading screen's first image pops up without the loading bar
9 - Game crashes gta-sa.exe stopped working

I have just figured out what the issue was. I was apparently just adding the patch, not the snapshot itself. This was due to the fact that I thought it included the snapshot with the patch.

BUT, now that I finally installed the mod correctly, it's now hanging on the loading screen. While it doesn't crash and the custom mod menus are now visible, the game will just load forever...
