F*cked up Vice City seabed

If you dive deep enough in the waters of vice city, you will fall through the seabed and respawn at a nearby road. Also, bridges, docks, etc., do not connect properly to the seabed, and the Vice docks collision is kinda glitchy.
Go to VC and dive as deep as you can

This also happens in Liberty City, but instead of teleporting back to the streets, you get to somehow walk underwater.
